Create a JOB PORTAL

I need to get done a Website, Mob Site, Mob Application that will enable Job applicants and hiring People to scan through opportunities and connect with each other only upon payment of my fee.

This would require website and programming both. Also we would be capturing the data of Customers and job applicant in the process.

To elaborate further:
This JOB PORTAL targets profiles such as Cook, Driver ( One day / Permanent) Nannies, Baby sitters, Maids etc only.

Each candidates needs to be visible to the customers along with candidates pictures and skill set, employment history and a skill rating thats provided by us now our to be developed website. Customers should be able to put filters to scan through relevant data. The email addresses and Cell numbers of potential employees is not given to customers obviously.

Customer looking for a driver for a day should be connected to the driver who lives closest to the customer. ( Proximity is very important)

The candidates who would want to get placed through us will have to come and submit their entire details including finger printing, scanned documents of their verification etc. IN some case we may also train them and provide them with certification.

On the other side, the applicants of such jobs are often not a very educated lot. Thus, they may not be able to use internet and post their CVs online. They will need to contact and visit the office personally with a set of documents to get themselves listed on website.

I have added a file for your better understanding of the project. I would like to know if i have covered everything in terms of what a briefing of the project must cover. If there is anything that you all think i must clarify, its time you asked it.
Now, if there is some other information that you want me to fill in please create blank spaces in the said file and mail it ti me. Thus we would have arrived at full scope of work.
