A simple Site to Replicate

I need a simple website that will be 5-9 pages. Not really any cms required.
There will be 3 different submit forms that is needed for site which will email me.
One of the submitt forms must also include the ability to attach PDF,JPEG,WORD and Excel docs.
There will possibly be 2 or 3 balloon pop-ups when a phrase is scrolled over.
The design and graphic layout must replicate a specific existing site with exception of certain pictures, logo, and text content. I will provide which site that must be graphically replicated to qualified bidders. Developer must be familiar with yahoo hosting and be able to bring site live.
