Constant Contact Template from PhotoShop

I have designed an e-newsletter in PhotoShop which I would like converted into a Constant Contact (CC) template. I would like the CC template to be:
1. easy enough to use where a non-techncial person can edit (add/delete/change) the text, headers, etc.
2. flexible enough so if for one e-newsletter the text of a certain section is 5 lines, but for the next e-newsletter the text for that same section is 7 lines, it automatically allows for this by shifting other sections down.
3. able to add additional text on the right-hand side below the "Unsubscribe".
4. able to add the links to our website (e.g. "more")
I have attached a jpg of what I created in PhotoShop, and can also send the PhotoShop PSD file if necessary. Looking forward to the replies.
