Autoresponse based on time Addon for Thunderbird (latest)

We require an "add on" for Mozilla Thunderbird that will alter the way that the filtering works for autoresponses. Normally you can filter based on a 'day' so we can set an autoresponder 'vacation' message based on a day or number of days. What I want to have is an autoresponder that works based on local time on my machine, so for example:

Send autoresponse between 9:00 and 13:00.

Not sure how involved this is. Needs to be for the latest version of Thunderbird
