Convert Java Netbeans Desktop App to Web App That Doesin't Require Java Plugins

I need someone to help fix my Java desktop app that I converted to a cloud based web app so that it does not need Java Plugins for the user to interact with it via the browser. I have a sporadically functioning version of the web app that requires Java Plugins as a starting point. It's currently hosted on Openshift public cloud.
The web app should validate that the user's paypal payment has been successfully completed first, ideally using the paypal payment's Transaction ID#, before allowing the user to submit their web form data.
THE BASIC NEEDS:
1-No Java plugins requirement for user to interact with app via web browser. HTML 5 preferred.
2-Validate paypal payment first using Transaction ID# before allowing user to submit webform data.
