Design and HTML coding of 4 page templates

We need a set of 4 pages which are to be designed first before you convert these templates to html.. Essentially we're creating a mini-site on a client's main page which consists of a snazzy main page from which visitors will be able to navigate to the main content (which will be the three other template pages).
The main theme of the mini-site is 'Travel and Technology' so the graphic design should be thematic but as clean looking as possible (web 2.0 kinda stuff). While the navigational structure of the main page is pretty much set in stone, the design itself would be up to you. See the attachment for a bad mockup of how the structure of the landing page is intended - a top header, a nav bar with 10 sub categories then a more prominent graphical navigation system below that (main hub with the ten sub categories branching off it).
The three content pages are will be pretty much the same but varied slightly in format to suit the templated content we'll be inserting afterwards.
The fee for the design and html code for the four pages is £300. Looking for quick turnaround.
