Convert a Template to a Website

We require an experienced web designer to convert a website Photoshop mock up into functional html.
We will provide a Photoshop file with all necessary elements as well as a guided walkthrough of the experience and a snippet of similar html.
Our expectation is that you convert this into a functional html snippet with all user interface elements working as per the guided walkthrough.
IMPORTANT: We require the job to be completed by Sunday, June 21.
However, there will be further stages to this process and we will be able to provide further work on the same html file after our initial review.
Here are some requirements:
1. Use Bootstrap css.
2. Lightweight JavaScript libraries can be used, We use AngularJs 1.2, so any AngularJs 1.2 compatible components can be used as well.
3. No page transition effect is needed but hyperlinks should be created to link pages.
4. Browser compatibility:
All html pages should have the same look and feel (font /images/colour/style etc.) using the following browsers:
a. Internet Explorer 9 and above
b. Google Chrome (PC/Mac)
c. Firefox (PC/Mac)
d. Safari (Mac/IPad )
5. Dimension.
All pages’ width/height should be scalable (fit to browser) but not hard coded
You must have the required previous experience to be able to complete such projects perfectly and on time.
The working files and guides will be provided to successful candidates for a detailed quote.
