create Batch file to monitor folder for file canges and trigger events actions

we are looking fo someone to write a powershell script to monitor Directory c\mydir

for any file changes , and for certain list of possible files that is changed, or replaced (file1, file2, file 3 ...etc) , a trigger would replace the same exact file from c:\original-Dir , but keep the last known attributes of the new files and apply them to the original files

so if someone replaced [url removed, login to view] with creation date 2016 < the file "c:\mydir\[url removed, login to view]" that was overwritten or edited on may 2016 be replaced with the original file from c:\original-Dir\[url removed, login to view] created in April 2012, but it would show up on the c:\mydir\ as being created on may 2016

also want this batch file to start every time the machine is restarted so the c:\mydir\[url removed, login to view] file will always remain as it was intended originally

and the script shold be hidden from the user who is changing or replacing or overriding the files
