Content Based Image Retrieval

I want a working prototype (web application) which will be a search engine that takes picture or photo as input and it will derive the information from that picture by using some technologies such as (pattern recognition, global color histogram etc.) and shows the best match from a local database. Preferably i want some software developed in .NET.
