Esp32/ Arduino FW Expert needed

I need a firmware developer for a small job.
The basics:
We already have hardware and firmware in place.
It communicate over GSM, via mqtt and sent up data every time it goes online from x amount of ADC channels.
What we need is someone able to do a small change in this firmware, so that it does not sent up data every time it wakes up.
We want it to save in the units memory and sent up once every x amount of times it has saved, intervals and amount of saves before upload Must be configurable over mqtt also..
The job MUST be done over teamviewer, given we don't want our firmware to be shared with anyone outside our organisation.
To be considered for this, a minimum demand is an extensive knowledge in ESP32 and C code in general.
