Write a Application that use Camera to find Registration Marks

I need a application which get communicate with Eding CNC software.

First of all I need to explain who the hole project will work. (Important, As will be write below, I have all this codes that will need to be send to Eding CNC, including move to position)

1- I have a file in Corel Draw with some printer recognition points. So I can export this in CDR or DXF.

2- I need to take which should be the position of this points (x,y)

3- After have the position, the operator of CNC machine controlled by Eding CNC software will move the machine close to the first point and start the camera.

4- Camera will map current image and get the position of first point.

5- Now we can send the command to zero X and Y axis of Eding CNC.

6- Camera will move to the next point, camera will map the new image and get postion. If point is on the wrong position will send a code to Eding CNC to compensate it.

7- Camera will move to the third position and do the same as the previous.

8- Send a code to continue the application.

With this I will be able to adjust the X and Y Scale and also if there is some rotations.

I start to make it happen but I never work with camera before and it is taking so much time for me understand it. So I need someone to help me with this.

Eding CNC already have some example of how to develop a application that communicate with it. I have already tested it and works.
