Flash Link to Existing Web Page

We would like to have an interactive flash module built for our website which allows the end user to create a design and select materials for printing and then sends the final design in our preferred format via email to our workshop.

Ideally this module would interact with paypal or a paypal module on the site, so that the completed online design can be paid for and ordered.

My budget is very less due to global recession eventhough a good provider can win more projects from me in coming weeks.
