Create 5000 Picture Mosaics

First of all this is a large project that will probably take several months to complete. I require 5000 picture mosaics to be created using 5000 tile images. These tile images will be of people's faces. Essentially i need mosaics created of all 5000 images of peoples faces using the other 4999 images as the tiles to create the mosaics.
At this moment in time i am looking for somebody or a small team who can complete this project within a reasonable period of time and who can do it at a reasonable price.
The mosaics will need to be of a high quality and look artistic. The mosaics will be displayed on a large screen. The exact screen size hasn't yet been determined but will be a maximum of 3 metres by 6 metres (portrait). Therefore the mosaics created will to look high quality on this screen size. I require no duplicates to be used so that all 4999 faces are displayed on each mosaic, they will also need to be displayed in the original orientation (no rotation).
My personal experience of creating digital art such as this is limited so i will require precise instructions of how the images provided will need to be sized to accommodate this. All of the images will be cropped to just show a single person's face (removing any backgrounds).
As this is a large project that will be paying a large amount of money i will require some previous mosaics that you have created so i can make a final decision on who i believe will be best to complete this project.

I have uploaded a mosaic image of what i would like the final images to look like. The final images will need to be of a better quality than this but it should give you an idea of what i'm looking for.
