dynamic web site needed for shipping

I am in the shipping business and need a web site that customers can receive instant quote. So, i need professional landing page, input fields to enter ship to, ship from, weight, simple math functions to calculate cost by weight, est delivery date, ect) then if user who needs to register accepts quote, email print out sent to user and to me. Rates also need to be uploaded by excel or manually changed, both options needed. Think of it like a federal express type website.
I need fixed cost for total project.
