Need PHP pages for a website.

We have a website that we need PHP pages developed for. The site is cubixbah.com. If you go to the site you will see a navigation menu. The pages I need developed is for the menu titled shipping. If you click on shipping you will see a series of menu items that drop down. These are the pages I need. My website designer has asked me to give him content for these pages. I did that, but what he did was just take the content and scanned (?) it into the pages. What I want is to be able to give him the actual PHP pages to replace what he has. If you look at the [login to view URL] site this is the look that I am want. Images with text overlay and other areas text only. The content on the pages that are there now is correct but I do not like how it looks. This is a new business that we are launching and I want it to look impressive. I have uploaded the file that i sent to my website developer. The developer is working on the overall website, and rather than create a new website for the Freight Forwarding business we have comprised on this method to save time and cost.
