Build a Website BACK END in Classic ASP - MUST BE CLASSIC ASP

DEVELOPMENT ONLY IN CLASSIC ASP AND ACCESS OR SQLServer DB.
I need a SIMPLE WEBSITE to be built IN CLASSIC ASP as follows;
1. Register/Log On (2 user types) (1 Page)
2. UserType1 logs into website and request design to be created by UserType2 (UserType2 is selected from a list of available UserType2's)
3. When UserType1 logs in they see their HomePage which has a list of any jobs they have requested.
4. UserType2 receives an email notifying them of the design request from UserType1
5. When UserType2 logs in they see their HomePage which has a list of any jobs they have requested (Same home page as UserType1 but with UserType2 information)
6. UserType2 completes requested design and uploads onto website, and UserType1 is notified by email that the work has been uploaded
7. UserType1 reviews design work provided by UserType2 and either accepts or rejects it;
a) If design is accepted, project is then closed
b) If design is rejected, UserType2 is able to change design and post back via upload to website
Requirements/Functionality summary;
1 Page for Logon/Register
1 Page for HomePage (where list of work is displayed, and work can be uploaded to)
1 Page for UserType1 to create a new design request and select a UserType2
Emailing functionality
The following information will be provided to the developer;
1. A detailed specification will be provided to the selected user
2. A website template so no design or graphic work is required
3. A database will be provided with all required fields
Delivery;
1. Work is to be developed in Classic ASP using MSAccess or SQL Server Database
2. Work in progress is to be uploaded to a location where it can be accessed across the internet for testing purposes
3. Full source and database (or db script) is to be provided on delivery
