Whatsapp application (customised)

In whatsapp to whatsapp contact, I only want to send voice mails of 2 minutes.
I want to do that with an Whatapp Business account (API) in the middle. So:
- if you send text or pictures, you get a message "You can only send voicemessages of 2 minutes"
- if person A sends a voicemessage of 5 minutes, keep only the first minute and the last and send that to person B
