mysql character set help

I need help with moving a database from one server to the other. The database is currently running on a mysql 4.1 server. I'm moving it to a mysql 4.0 server. On the website on the current server, characters like é coming from the database display correctly. In the html, I defined: meta http-equiv="Content-Type" content="text/html; charset=utf-8" I don't have access to mysqldump, instead I use the 'export' function of phpMyAdmin 2.6.4-pl1. phpMyAdmin says that that the (server) character set is UTF-8 Unicode (utf8) When I export to [login to view URL], and view this file with a viewer which indicates the file is utf-8, then special characters are scrambled. For importing on the new server, I also have only phpMyAdmin (2.5.6) to do that. When I do import the [login to view URL] file, in phpMyAdmin the special characters look scrambled as well. Also on the website on the new server (same utf-8 character encoding) those characters are scrambled. The job is to help me get those special characters imported correctly in the new mysql server. Please say if you need access to phpMyAdmin (I prefer not to give it, especially for the old server as it is a live website). Thanks!

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
