PHP/MySQL job for RELIABLE coder.(repost)

I am in Australia, so you must be online with Yahoo messenger regularly in Australian time office hours. My timezone is +10 GMT.

This job requires php and mysql. Do not reply if you are inexperienced and don't have the time to do the job.

Un-necessary code is NOT to be included. Coding must be commented and have error checking.

I need full admin panel.

Users coming into the site need to be tracked with full tracking and user information. Also need cookie set to keep track of which members banner they clicked.

Various emails (approx 14) need to be sent out from the system automatically. Cron.

Needs to have paypal integration to make two payments.

Need to create links to access various site pages which might also require database information retrieval.

Cron needs to check for member expiry date and send emails. Click links to make paypal payments.

I need to be able to move members under other members. Though not a matrix. Members are owned only by one person.

Existing database will need to be accessed for certain information. New tables will need to be created to store tracking and email information.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
