Frontend developer needed for a website shell (no backend)

We are hunting for a good frontend developer to assist us on our next project. Our plates are full and we need to vet the next person that fits our company. Clean CSS and JS only. We also like to utilize CSS more than JS when it comes to the structure of the HTML (meaning we don't want JS used as a shortcut in styling because you don't understand CSS). All sites need to be responsive, but you may only get the design for the desktop view so you need to be able to interpret the desktop design into mobile on your own. We have tons of code bases to work with and we can assist you.
Most sites are built to be templates into Wordpress so a knowledge of their CSS tags is very key.
If you are able to do backend as well then EVEN BETTER and we will get you another project for another bid when that times comes.
