Increase QMail output

I need a php program and qmail modification instructions to send out 2 to 3 million email messages per day. The program should be able to dynamically change IP addresses and domain names (meaning that it should be able to send X number of messages from [url removed, login to view] at IP address [url removed, login to view] and send X number of messages from [url removed, login to view] at IP address 222.222.222.222... Where 111 and 222 are real IP addresses). The e-mail headers must be real so no masking or hiding of the headers is necessary. When someone views the received message headers it should show the IP address and domain combination. This is **NOT** for a spam application. I have a legitimate client who needs to send out an HTML-based newsletter daily. Message tracking is not necessary. The program can simply read from a text file of e-mail addresses (1 per line). All email addresses this program will send to have opted in to receive emails from it. I affirm on penalty of perjury that this software will not be used to violate any U.S. laws including the CAN SPAM act. Thank you.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
