CSS Design Implementation

I have provided a .png image with this bid request. I am looking for someone who can translate this image to a html/css web page. I only require one webpage that represents the image (I will implement the code into my own templates).

The webpage must be coded without tables and no inline CSS. Deliverables should include a .html file, .css file, and any image files required. Attention should be paid to keeping the code as efficient as possible (less code). Please have a look at the included image for a better idea of what I am looking for.

## Deliverables

Please pay attention to detail. MINIMAL USE OF IMAGES. I understand images must be used in certain situations, however much of the time they can and should be avoided. Here is what you should keep in mind while designing the web page:

1. The page minimum width must be 1015px (to fit on a 1024 monitor).

2. The page maximum width must be 1800px.

3. The center area (between the left register/login/categories sidebar and the right top users/top limelights/blog entries infobar) must be fluid and expand as the window width increases. The sidebar and infobar must be fixed width.

4. The height of the webpage must be fluid.

5. Hovering the mouse over the green rounded rectangles that say hottest/newest/day etc... turns them a darker shade of green as shown in the image.

6. Bottom nav must be transparent and overlay as in the .png image.

7. When the window is too big for the webpage (when window is 1920px) the webpage should be centered, like in the .png image.

Thats about it, the attached .png image tells the rest. If you have any questions please don't hesitate to ask.
