Build a homepage for small travel agency

We are a newly started small travel agency that need programming of our website.
We have the design and domain.
I have attached a picture of how we would like the webpage to look.
We also have a design manual that we can send via email.
I will be in Kiev from the 27th of December to the 3rd of January, hence we would prefer an ukrainian developer whom we can meetwith and discuss in detail.
Looking forward to plan it in detail.
