Create/Custimize a 1-Page Wordpress Template

I need a custom Wordpress theme made. You can take a template and custimize it or begin from nothing, whatever works for you best.
Needs to be responsive, Looking good on all size monitors for Desktop, Laptop, Notebooks, and Tablets. Mobile visitors will see a different page, but that is later, not in this project.
It is for a marketing agency for apartment buildings, condos, and single-housing.

I think best thing to do in order is get the basics in there, then add in some nice jquery/ajax transitions to spice it up. You can add any designs, backgrounds, transitions, ideas that you think look best. Don't worry about messing that up, I like to see your ideas.

I will have a big image on top that will occupy the entire screen. Once they start scrolling down though the image will end. We can remove the top pink and white rows. We will have text in the upper right on the blue for our header, along with header top right. no carosel.
Below that will be 4 big icons with text below it, saying the 4 types of housing we do.

After that, it will show all the things we provide, each with its own picture or section of the site, and then somewhere a form for those interested to get in touch with us.
We provide complete paid-search marketing management for apartment complexes, condos, and single/multi family housing. We get them leads. I will go in to more detail of how we will build this when we get there. But if you have ideas for a layout that would be great to see.
