Create Drupal Function for Project Search

I have some Drupal Project wich have to be done, please note i need a exact extimation in hours for this project otherwise i dont contact you.
Here are the Details:
The Base:
Drupal Website with Version 7.39 with "Panopoly"
The Task:
we need an Projekt database for creating Jobs or Projekts.
There have to be a possibility to create Entries in the Backend and via a Formula via Frontend
(From a user) wich have to be accepted via an admin.
The Projectinformation will be: Contactdetails, project category (multiple checkbox), target group (multiple checkbox), Description of Project, picture upload possiblity, runtime for the project. After the runtime is over the project should be deactivated automatically.
A Search functionallity should be given to search for projects with filters like categories, target group, city etc..
Also there have to be a map with all located projects for the criteria wich have some clusters. For example near bavaria there are 17 projects near munich city there are 5 projects etc...
