Build a simple CSV to MySQL script in PHP

I have a system that uploads CSV files to a server every hour. the CSV files are in the format:
indicator_<symbol>[login to view URL] (e.g.: [login to view URL])
The contents of each CSV file is:
timestamp, double, double, double
So, 4 columns of CSV information per line.
I want to execute a CRON job that does this:
1) Check to ensure the PHP script isn't already running. If it is, exit
2) Set a flag to indicate the PHP script is running
3) Find all files in the format of indicator_<symbol>[login to view URL]
4) Open each one, read in the CSV data, and populate the <symbol> MySQL table with the data
5) If the <symbol> isn't a table that exits, create that table with the 4 required fields
6) If the timestamp for <symbol> already exists in the table, then skip that line in the CSV file
7) Output a CSV file for each <symbol> in the format of indicator_<symbol>.csv
8) Clear the flag that indicates the PHP script is running
9) Have a basic log file that records each time the script was called, which files were read, which files were written
You'll need:
- good English
- experience with GIT (BitBucket)
- be able to start now, and complete it within 2 days
- be willing to use Freelancer time tracker (with screen shots)
