Copy Website and create simple one page CMS for it

We own this website that we need its remake. site is [login to view URL]

We need that homepage copied exactly the same in a much cleaner way, the current HTML is very dirty and terrible speed.

And we need a simple CMS to be able to edit current list and arrange/delete/add etc.

To make sure you read the project description start your propose with the word YEOPARIER, if it does not have it in the proposal it will automatically discard.

So basically, remake homepage HTML, and make a CMS for it (internal pages aren't necessary, only homepage).

We would rather be in PHP or Javascript, however for us to not need a new server we would rather be in PHP.

We can pay up to 400 USD for it. However, since we rather honest people, we can negotiate.
