Fix my Wordpress page

Hello - I hired a less-then-talented developer to create a wordpress site for me, and they did a terrible job at making sure it was maintainable. I upgraded to WP 5 and suddenly features stopped working. I need some help to:
1. Update the homepage to ensure it can be edited going forward. The page itself doesn't have to change, I quite like how it is laid out, but it needs to be updated so I can maintain it.
2. Menu's aren't working since the upgrade, please help me fix that. There should be a menu on all pages with 5 buttons for internal site navigation.
3. There is a custom built page with some JS that I'd like to have wrapped in the WP framework, but keep running into problems with the script libraries and such
4. Everything should be mobile friendly as well, the menu's weren't rendering on mobile pre-upgrade, and now the menu's don't work at all.
