Need VBA Outlook Web Based Macro

I have an Outlook 2016 VBA code which sends out an email template response whenever an email is receieved from "noreply@[login to view URL]". The VBA code searches through the received email to find 1) the person's name and 2) their email and 3) then sends out an automatic template response. The program works perfectly, but only if my computer is turned on and Outlook 2016 is open on the desktop.
I would like the VBA code to work even if my computer is turned off. Perhaps the solution is to have a VBA code that will work at the webmail server level and not the current Outlook 2016 desktop level.
Attached is the current working VBA code including VBA installation instructions and some guidelines about VBA code working with web based email received from the developer of the current VBA code.
