New design and setup of E Learning, CRM and commerce website based Wordpress/Joomla

I am extending my business and will go into e-learning and potentially in the future I will be selling products and services on my webpage. I today do a bit of consulting, but im actually employed and this will be a way for me to become self-employed.

I currently have a web domain and hosting with Wordpress installed and working.

Wordpress is not a must but I know how to work with it. I use Joomla for my present job.

I want to integrate Moodle, Woocommerse, a CRM system etc on my webpage integrating users/customers to be synchronised between the systems.

I currently have a web domain and hosting with Wordpress installed and working just as an information platform. This work is to completely rework the website as laid out below.
The below is what I would like to be done on a fixed price basis. I am on a budget so very costly proposals will unfortunately be disregarded even if they are fantastic.

General
Plugins used other than those explicitly mentioned to have an active base of users and ideally without cost. If there is a cost involved, this must be explicitly mentioned in the proposal. No plugin or anything used shall have a recurring cost like monthly or annual cost.
MultiLingual prepared. Ensure that the whole site is prepared for other languages, including Chinese. However, no translation to be made at this point. This should not have a cost implication. If it has, don’t install but reasons why to be submitted.
Its very important that a user do not feel like he is changing systems etc, it should feel like one system
Happy to have suggestions on all that is proposed here below and use other solutions. I am after the functions and not specific plugins although that those mentioned below will fill my needs today and probably tomorrow. So…. Come up with a lovely solution to most of the functionality but not all.. I will listen! But explain the lack of functions in your proposal and why your solution is better.
Technical
CiviCRM install, set up and integrate
Install CiviCRM and integrate it with Wordpress and other plugins below. Its especially important that contacts are the same across various plugins.
Users between the various plugins below shall be synchronised and login the same and ideally single login be the same and keep synchronised between. Ensure that users in Moodle are synchronised (this may have a cost involved)
Visitors to the website shall be able to sign up for email lists (and thus become users) this should be done via the contact page where we ask for details.
Arrange an import functions for contacts (preferably from excel) (not a must but strong wish). Other solutions are welcome as I have a large excel list with contacts.
A mail list creation function with a selection criteria on who to contact. Alternately use an external email list creator connected to users…
Normal CRM functions to be set up and some general reports etc.
Email integration to be setup. I am using Office 365 and either a direct integration or smtp/IMAP can be used.
Other functions as needed.
I am open to use a different CRM system. There are CRM systems that integrate straight into wordpress and woocommers etc. But this one seem to be simple enough but powerfull enough.
Install WooCommerce and set up and get it working.
Integrate with Moodle and Wordpress and other plugins
Shall be able to take payment for moodle courses
Keep this as small and lean as possible for now. Do as little as possible here and more in other plugins. So, as an example, use as few functions here as possible.

I intend to upload a new request for quotations after having done some more homework on technical details I have been asked question on and having rewritten it.
