Optimize Wordpress theme to load faster

We need our Wordpress theme optimized to load faster. We tried a few plug-ins but they did not help substantially. We want this done manually -- scripts and CSS files compressed/combined, etc.
According to Google PageSpeed Insights, on a desktop our site scores 34/100 and on mobile 25/100. We want to see substantial improvements.
