Time capture, log in log out, count capture

Need a program that will capture the time in and time out, while at the same time count the number of times a circuit opens,
When you hit the time out button the time will stop and send the number of minutes / hours and the count of the times open via odbc to a db2 database
This will have to use raspberry pi
Using either PHP or Pyton
