Typo3 extension to manage "Page-Top-Headers" with text and bg-colour

Make a Typo3 extension (for Typo3 4.7 and over, under PHP 5.3 and over) which does the following:

Additional requirements:
a) Take into consideration details discussed with Todor in the conference call on 2013-01-15 (concerning up-level div-elements).
b) If you have suggestions to reasonably de-complexise the project (to make it cheaper), we will be happy to follow them
c) But opposed to that, if the extension is something which is useful also for other Typo3 sites, this will be a big plus, and you may invest time in it. (I am thinking of a tool to manage page-top-headlines usually sitting horizontally above a page, but where they sit is rather a question of css. Example from a newspaper environment: "Politics" page-top-header, with 5 pages in this rubrique, "Economy" page-top-header, with 4 pages in this rubrique, "Sports" page-top-header, with 6 pages, etc., and each of them with a specific colour.)
