vTiger Mail Converter - Create new module for receiving invoices

Currently our invoicing system is separate from vTiger CRM. Invoices are sent to customers via email but are becoming too hard to track. So would like to have a new module made for vTiger called 'TelcoBilling'.
We would like vTiger to do the following:
- Receive the invoice email
- Convert the body of the email to a PDF file
- Assign the PDF file to the correct Organization based on the ID in the subject line of the email.
- Send an email notification to the Organization of the invoice with the PDF attached.
- If invoice is not marked as 'Paid' or 'Disputed' within 30 days, send a friendly reminder notice to Organization.
- If invoice is not marked as 'Paid' or 'Disputed' within 60 days, send an urgent reminder notice to Organization.
- If invoice is not marked as 'Paid' or 'Disputed' within 75 days, send an urgent reminder notice that informs services will be suspended after 90 days.
- If invoice is not marked as 'Paid' or 'Disputed' within 90 days, send a notice of suspension of services.
The new 'TelcoBilling' module should simply be able to relate invoices to Organizations. Then each invoice needs to be able to be marked as 'Unpaid' (the default), Paid, Disputed.
The five notifications email should be able to be edited by the CRM Super Admin within the GUI. The amount of days between notifications should be able to modified within the GUI too.
