Prize ''Radomizer'' Site(repost)

I want a custom site created that will be like a randomizer but we will be using prizes. I want the ability to have several levels (prizes) available and to customize how often the randomizer fires to give away a prize.

It is ok to customize a pre-existing script so long as it works and is secure. We don't want anyone to be able to hack into the "back office" and give themselves prizes. ;)

I want the look to be very festive, but not goofy. I would like you to give me a solid time frame but I am flexable if I see that good progress is being made. I want the "members" to be able to login to their "accounts" and be able to check their status such as:

Positions Purchased

Prizes Won

Number of postitions in each prize channel

Total membership.

I would like to have access to change the "Total Membership" number to whatever I want but have it still continue to count as more people sign up. Of course I would like the usual back office abilities like banning and manual adding of members.

I would also like a forum built into the site that is themed to match. It can be a free forum like PHPBB or something but needs to match the rest of the site.

At the completion of the job, The site must be uploaded and working before I will sign off as complete. I have a godaddy linux server. I will give you access once we have an agreement.
