Tunnel HTTP Traffic (Port 80)

I am looking for an excellent coder to create a project with the following aspects:

* Coded in: VB, VB.NET, C#, ***or*** C++ (whichever is most convenient for you)

* Filter all HTTP traffic (Port 80) for 2 specific GET requests.

* Redirect those 2 GET requests and respond with altered response (forged headers and content)

Basically, there is an ActiveX Control in web browsers that sends a GET request for a certain file on the Local PC. I am trying to route that request to a very similar file that I have altered from the original. Fiddler HTTP Debugger has a similar feature called Autoresponder.
