WordPress Custom Install Builder

I'm looking for a C# (preferably VS2008, .NET 3.5) developer to build a desktop application that will modify the standard WordPress installation scripts to allow a user to customise the default WP installer.

The application should enable a user to (this is not a complete list):

Change the default category title,

Change the default site tag,

Change the default post content,

Change the default post tags,

Change the default post comment,

Change the default page content,

Change the default site theme (add/modify/delete various themes),

Add/Modify/Delete and Activate plugins prior to installation

For plugins and themes, the user should be able to browse for packages and have the aplication unzip and copy the files to theme and plugin folders of the custom install package.

More features to be added if the programmer is able to deliver a base package with full C# source - possibility of ongoing work to upgrade and enhance the package over time.

Programmer should have sample Windows applications and be able to demonstrate in-depth knowledge of WP, with references if possible.
