Building a WordPress Theme from a personal design

I run a website and I would like to offer my theme for free at [login to view URL] for others to use.
The theme would need some updating to be compliant with the latest WordPress theme check. Ultimately, I would like to see the theme to be mobile responsive.
The theme will look the same as my existing site, be uploadable to [login to view URL], and will be responsive to mobile. I want to release it for free, for others to use, so if you go from an existing theme as your base, it needs to be a GNU public license theme.
The options are:
1. upgrade my current theme according to the Wordpress theme submission rules until it passes the theme check at [login to view URL];
2. start with a simple free theme as a template like the Wordpress Twenty twenty-three theme and modify it to look like the iblog design.
I think the 2nd option would be preferred starting with the twenty twenty-three theme.
I want it uploaded here: [login to view URL] and to be accepted as a WordPress theme. The image at the top is selected by the user, it's not part of the theme. This is where the user can upload a header image.
I have a free plugin called 'wptouch'. Inside it is a free theme called bauhaus. You could use some CSS and elements of the 'bauhaus' theme for the responsive phone part of the iBlog theme. You’d need to attribute them in the copyright message. Screenshot 1 is what I’d like the front of the mobile theme to look like.
