android app for 3G video streaming/ interactivity(ukraine3)

Look for android expert to build us a video streaming app with following features: - video encoder and streamer and viewer / server. We will supply you encoder and server app that to be used for the project. - It should be able to do it via wifi or 2G/3G (SIM). - the project involves finding suitable android phone OS device that has USB ports. - the project involves at least one RCA to USB converter device that has drivers supporting android OS...to allow connecting external CCTV camera to the device for video in. - the app should support one to one video calling. and one to many broadcasting. and should also support sms based recording and pictures. - the app should work in two modes...either viewers could collect the app stream from the server in the cloud or they can direct collect from the client device on which app is installed. - the app will require support for rtsp and sip. Deliverable: compiling and running Application with source and at least one suitable android based tablet (paid for extra) as per the required specification.
