Code converted to vb.net from C#

my task is a c project that runs through browser. I need it converted to vb.net and into module/function that can run without UI, all feedback written to log. I am going to run this from a windows service. It's tricky to test though because it works with a 3rd party api [login to view URL] and each time you add a subscriber, you can't add them again.
