Despeckle, deskew and line removal for .NET images -- 2

To goal of this project is to make images ready for OCR processing. In order for OCR to accurately read the image we need the images cleaned up by removing extra spots (despeckle), automatically rotating the images so they are not skewed (deskew) and removing horizontal and vertical lines from the image without removing the text. We need a .NET (C# or VB.NET) function or assembly that can take a .NET image and a parameter for optionally applying despeckle, deskew and line removal. The image then needs to be processed to perform each of those functions as chosen. Processing speed is important so however this is completed we want it to be as fast and efficient as possible. Please keep this in mind when designing the functionality. Also keep in mind that this could also be used on a Web server (ASP.NET) as well as a desktop application. If any open source components are to be used we need to know that up front so we can review the licensing of the component. Sample documents can be provided if required.
