Consultation Needed by an Employer in SEO Industry

When bidding make sure to list the reasons as to why you are qualified to consult me on this topic. I am looking for consultation advice from employers in the SEO / Internet marketing area. Please only bid if you are able to offer advice based on the following. Do not bid offering me other services. I want to employ one or more people full time to handle online marketing of my website (not design). They will handle SEO and related as well as our adwords account. And have these questions: What skills do I need to look for? How would I rate their performance / work? What software &/ services would they need if any? Which areas will be the core areas for them to work on? (eg. blogs, link building, ??) How is this type of employee's day / shift structured? (as in what is expected from them on a daily/weekly basis). I am sure there are many things I have not thought of, so any additional information would be very much appreciated.
