(power, radio, tv, player, etc) Including microprocessor programming on assembly language (GSM to PSTN Gateway firmware + hardware) and desktop application with visual basic or vb.net to use UI... I can understand C++ and write also .. i have experience on Arduino UNO with AT Mega 328.. So if i get a chance to work with this project it will be a very challenging job for me to make the device perfect to work ...

I use Altium Designer 16 and make whole cycle of device development: schematic, PCB design, BOM/GERBER forming/3D view, cooperation with PCB manufacturers. Just to make it clear: do you want to produce party of it or there going to be only several devices? If it is not a party, then it is possible to design schematic+PCB+GERBER pack within 6-7 days and spend 3 days for MCU software. The charging circuit can be done with a single IC that is available for charging battery pack from USB from TI in a small form factor , since the voltage mentioned is 12 i think in the design we need to change only the resistor to operate at 5V.
