Convert HTML to TPL (Smarty Template System)

Dear Busy Coders, I need someone to convert my HTML website files to TPL Files. (actually this is a revised / uncompleted project from other coders, so the existing files are already there and that's why I'm on a very tight budget) The spesifications are as follow: 1. There will be 3 (three pages) that you need to convert (actually two pages are already TPL) 2. Those files are indeed, part of my website 3. The header and footer, are all the same. Also the other style, etc are the same either. 4. The designs are already there also. 5. The files are part of the WHMCS (if you do understand tpl files).....Smarty based templates system....further reference [login to view URL] 6. Actually I need only 1 HTML to TPL file conversion. The other 2 projects/pages should be an EXTRACTION. I need someone who could search the css file inside the TPL (that is already created -existing) and separate / divide each of them (1 TPL per 1 css). 7.
