Build Arabic Award website with voting for registered users

im looking to have Arabic website for an award, where users will register for awards on the categories, countries provided and voters will register to vote for them. the website has to be state of the art CMS site, with social media intergration, comments, sharing, voting, it has to show who got more votes, its something like crowdfunding but without payment from the voters users, can share their project on social media to get more votes time limite, country limit, category limit all done by admin ifyou have done something similer please show me escrow only 25% of the project untill you show the work then the rest will be added to escrow, nothing will be released until website is fully functional and active in my server. if you miss the deadline no payment, and all the work is belonges to me for making me lose time waiting for you to finish. i have the logo of the site, and the desgin has to look similer with colors and so on the site has to have news, photos, videso, and updates on social media and all the required pages ,like about us, about the award, faq, etc if you have not done anything like that or similer dont bid, if you have no prefeause job here dont bid
