Build a Website

I am a graphic designer/ author looking for a website coder to help me adapt the mockup website that I will create and make it into a coded website. This website will be used as an eBook online store. Design will be provided by me. Budget is $200-500 (please do not submit any higher amount than stated). The key things that will be included in this website are: 1. More or less around 5 major webpages (menu such as home, products, about us, contact us, etc.) and 5 minor webpages (terms of privacy, policy of use, etc). 2. Able to create a check out cart system, which will be used for customers to pay their purchases, using standard international payment method such as Paypal, credit cards, etc. 3. Able to show a preview of the website before it is uploaded to the web host. The web host that I have currently in mind is [login to view URL] 4. Coder is responsible in uploading the website to the web host once it is done. Coder can also suggest other budget hosting, as long as the fee is lower that [login to view URL] and able to support a (.com) domain name. 5. Payment method is 30% on the front, 30% in the mid progress, and the rest will be paid after the project is complete. 6. Able to compile an elaborate tutorial should I need to update the website on my own.
