hi this is quite a comprehensive project, and i can get all the listed features to you. this also needs to work efficiently and should be secure and be able to handle high volume of user activity. so there could have multiple recommendations / suggestions the way we should approach it, ELGG is one of those, its a php based open source social engine, based on which we can develop high class apps. we already have some happy clients from australia for whom we have kind of done something similar, i.e its a social app consisting of LMS i.e Learning management system. secondly, moodle and efront could also be one of the options, both are meant to be LMS. Social media capabilities could further be customized / fused into these. or just developing our own platform from scratch using laravel (a very efficient php based framework) could also be an option. initially, we shall discuss the bigger picture of this project, based on which, we should then be able to plan its architecture in the beginning. which should have us a better product ultimately. lets discuss further, best regards, adnan saleem sandhila
