Build a Website base on Wordpress with marketing content development

Need a website built for our company, about 10-15 pages. Study abroad related. The website is required to be built on Wordpress and hosted on AWS, and the marketing content of the whole website needs to be professionally populated too. Need the website done within 4 weeks. I personally hold a Ph.D. degree in SE and have been working in the field of programming and project management, even though I am not an expert in web development, I do understand how everything works in the technical perspective and management perspective. The end product needs to be detail driven. I require high-quality results(functionally & non-functionally and documentation). Money is not an issue as long as you can deliver what I want, or something that exceeds my expectation. I expect the work for the programmer to be done within 40 hours, and the work for the writer to be done within 10 hours, plus additional 2.5 hours each for getting the requirements and evaluations from me. That's a total of 55 hours. And I am looking to pay $50/hours. Total of $2,750. 1/3 when the project starts, 1/3 in the mid-way milestone, 1/3 upon delivery of completed project. Payments will only be made through Paypal. I am paying the rate for an expert, and an expert likely should be able to finish this project within 40 hours in 2 weeks. so if you are not confident that you can finish this project successfully within 55 hours in 4 weeks, you are not proficient enough to handle this project. The hours and hourly rate are not negotiable, any additional hours that you spend will not be compensated. By the due date, if the finished product(Meeting all the functional & non-functional requirements, documentation and web contents) cannot be delivered, $200/day will be deducted from your paycheck until the paycheck becomes $0. An agreement will be drafted and signed by both parties to protect the interest of both parties. This is a local project in the DFW area, we are only seeking to work with people locally. We are a legally registered company in the state of Texas.
