I took the most advanced Algorithm Design and Analysis course my university offered. Theose classes centered on examining algorithms and evaluating their advantages nd disadvantages, so I believe I can do this job well. Assuming you pick me, some information that would useful for me to know: What aspects of tracking are you concerned with optimizing? Accuarcy of readings? Speed of readings? Cost of installation and maintenance? Ease of repurposing for other uses? Ohter domian knowledge would also be helpful. Particularly knowledge about what is always or almost always true about the conditions a propsed algorithm would have to deal with. The most optimal algorithms are those that can exploit assumptions about what is always or almost always true about the problem space. As the paper you linked to mentions: "PSO is a metaheuristic that makes little or no assumptions regarding the problem being optimized." While that makes it applicable in more situations, (and that very well may be what you want,) in any given situation, improvements are very likely to be made by taking into account information about the particular situation.
