Build mobile App 'Tiny Vocab' for Android, Iphone and windows phone

I need a mobile app that works on Android, iPhone and on Windows mobile Mobile app 'Tiny Vocab' is for vocabulary practice for students of class Nursery to class 5. these students can use this application to learn new English words. Application will have following key functionality: New words can be added later on as well as patch/update to application. Hence application should be designed such that app reads words from a file. Application should use soothing, light graphic for kids and also should be very light for application. Parent should also be able to add words to the 'Tiny Vocab' application. 'Tiny Vocab' application should have capability of categorizing words by many categories and parent/student can select which category they want words from. e.g. good habits, action, play, study, school, work, people that help us etc. 'Tiny Vocab' application should be able to show new words randomly to students. Students will see words as flash card and will be able to touch right meaning from the options given. The moment student hits the answer, response will be shown on next screen along with : --right meaning of the word -- Picture helping the meaning (not mandatory for all words) -- usage of the word
